At the recent meeting of Copeland Borough Council’s Planning Panel, outline planning approval was successfully obtained for a scheme of five executive homes on the edge of Cleator Moor.

Under Copeland Borough Council’s interim housing policy, sites which are located beyond the defined settlement boundary will be considered where they meet a specific set of criteria. The interim housing policy is designed to boost the supply of housing in Copeland and inn particular boost the supply of executive homes across the Borough.

The application site is located off Birks Road, measures approximately 0.4 hectares and is located adjacent to existing housing to the edge of the settlement. An indicative layout scheme was prepared by Gray Associates to demonstrate how the site could be developed to provide five detached dwellings. The application was supported by Copeland Borough Council and recommended for approval. Cleator Moor Town Council raised objections to the scheme and attended the meeting to voice their concerns. After considering the application and the concerns of the Town Council, Members of the Planning Panel voted in favour of the application and approval was granted.

We are delighted to have secured detailed planning approval for two single storey dwellings in Scotby.

The application site was located to the rear of a residential property in part of their garden and adjoining paddock. Detailed planning consent was being sought for two single storey dwellings, this application was a revision of earlier applications on this site.

Wetheral Parish Council submitted objections to the proposed development and as a result the application needed to be heard by Carlisle City Council’s Development Control Committee. The application was recommended for approval and the Development Control Committee voted in favour of granting planning approval for the scheme.

New Local Plan for Eden District Council is Adopted

On the 11th October 2018, Eden District Council approved the adoption of Eden Local Plan 2014-2032. This is the main planning policy document that will be used to determine planning applications in the District over the next 14 years.

The Council has been working on its Local Plan, since early 2013 and first submitted it to the Planning Inspectorate for approval in December 2015. Since then it has been through several public hearings and it has gone through a series of modifications.

The main focus for development will continue to be Penrith; however, there are now more opportunities for small-scale development in the villages.

Revised National Planning Policy Framework Published

On Thursday 24 July 2018, the revised National Planning Policy Framework (NPPF) was published by the Government. This is the first revision of the NPPF since it was first published in 2012. The document sets out the Government’s planning policies for England.

This revised document introduces a number of reforms, which were first introduced in the Housing White Paper, published in 2017.

The revised NPPF places particular focus on:

  • The delivery of new homes, which includes the introduction of an annual Housing Delivery Test;
  • The promotion of high quality design and places;
  •  A greater level of protection for the natural environment.

Secretary of State for Communities, Rt Hon James Brokenshire MP has said:

“Fundamental to building the homes our country needs is ensuring that our planning system is fit for the future. This revised planning framework sets out our vision of a planning system that delivers the homes we need. I am clear that quantity must never compromise the quality of what is built, and this is reflected in the new rules”.

New Class Q permitted development rights

The Government has introduced changes to permitted development rights, allowing the conversion of agricultural buildings to residential dwellings. These changes came into effect on 6 April 2018.

Housing minister Dominic Raab stated that the measures would give rural communities “more options to convert agricultural buildings into family homes to better meet local housing needs”.

The existing permitted development rights to convert agricultural buildings to homes, set out in the Class Q permitted development rights, have been amended to increase the number of homes permitted within an established agricultural unit from three to five. Under these new provisions, it is now possible to provide up to three ‘larger’ dwellings with a maximum floorspace of 465m² per units and up to a further two smaller units, each of the smaller units must not exceed 100m².
